Selected Experience

Representative system-scale leadership and delivery experience.

  • Led procurement and deployment of a modern ATMS and controller platform supporting 420+ signalized intersections.
  • Provided division-level oversight of traffic signals, automated enforcement, street lighting, and ITS capital programs within a large municipal network.
  • Led planning and implementation of a Transportation Management Centre (TMC) to support integrated signal, ITS, and operational oversight.
  • Directed fibre optic corridor expansion and communications integration to strengthen network resiliency and rapid transit support.
  • Implemented adaptive signal control and advanced detection systems across multi-intersection corridors integrated with central ATMS.
  • Oversaw automated enforcement program operations, regulatory compliance, vendor coordination, and Council reporting.
  • Developed and secured approval of a Connected and Automated Vehicle strategic framework aligned with long-term municipal planning objectives.
  • Leading industry-aligned research and strategy initiatives to integrate AI into transportation analytics and trip generation practice, with a focus on governance, policy alignment, and Human-in-the-Loop (HITL) engineering oversight.
  • Delivered multi-resolution transportation modelling (VISUM, VISSIM, EMME, Synchro) supporting master plans, peer reviews, and complex operational studies across Canada and internationally.

About

Jon Kostyniuk headshot

Jon Kostyniuk, P.Eng., is a senior transportation engineer and planner with over two decades of experience spanning municipal leadership and consulting practice. His work centres on the practical delivery and long-term operation of transportation systems — aligning strategy, modelling, infrastructure, governance, and real-world constraints into coherent, maintainable programs.

With a foundation in transportation modelling, systems integration, and municipal operations, Jon has led initiatives involving advanced traffic management systems, fibre and communications planning, signal operations, automated enforcement, and transportation management centre development. His perspective is grounded in implementation: systems must not only perform analytically, but remain governable, supportable, and defensible over time.

In recent years, Jon’s work has increasingly focused on the structured integration of artificial intelligence into transportation engineering practice. Through applied research, industry collaboration, and hands-on system development, he advances responsible AI adoption — emphasizing professional oversight, human-in-the-loop engineering judgment, and alignment with public-sector governance frameworks.

He is a Professional Engineer in Ontario and remains active in national industry initiatives shaping the future of transportation systems and engineering practice.
